Does anyone know where I can get the manual for the Regenerator sound set? I’d like a description of what the 128 sounds in that set actually are.

You could only get a 27 page manual in PDF when you buy it. Maybe you should contact Dave Polich from DCP Production who has designed voices for this library to send you PDF.
