Correct me if I am off base here, but the Mod Wheel is a controller and not a parameter.  Since the destination of the MW controller set would be the actual parameter in question, if the destination parameter is one of those memorized (per the Article), then the value will be captured with the scene.

Yes, the MW’s destination is the parameter that matters, but it’s not fixed.
